Establishing a Helpdesk and Online Platform for Tax payers - 2017

In accordance with Albanian Government Strategy against informality and efforts to enhance tax compliance within the framework of the Investment Climate and Governance Initiative (“ICGI”) for Albania, the project entitled “Establishing a Helpdesk and Online Platform for Tax Payers”, supported by EBRD aims to improve the investment climate and governance in the country. Under ICGI, the bank has helped to establish the Investment Council (IC), a platform for public-private dialogue with the objective of identifying and addressing investment climate-related constraints and recommend solutions.

IDRA Research & Consulting has provided its expertise in undertaking surveys, with a focus on economic and fiscal issues; monitoring and evaluation, assessment and conducting of numerous interviewers available in Albania, and especially in the Fier and Kruja region.

In terms of this project, IDRA undertook the following tasks in order to achieve the objectives of the Assignment:

  1. A pre-project representative survey amongst businesses – both registered and unregistered – of different sizes, categories and age (time of operation) in the Fier and Kruja region based on the random-walk methodology. Based on Albanian legislation, IDRA has developed a database with firms’ contact details for a post-project panel follow-up survey.
  2. Preparing a report on the findings of the pre-project survey, including with reference to firms’ legal status, size, sector and age, to establish the basis for the preparation of the information necessary to meet businesses’ needs;
  3. Undertook a post-project survey on the businesses operating in the mentioned regions to assess the impact of the project and draw lessons for further improvements in the implementation of the project beyond this initial region;
  4. Preparing a report on the findings of the post-project survey.

The helpdesk and online platform is done according to business’ needs and their requirements in order to reach the accurate information. First phase consisted on undertake assessment surveys of firms, particularly MSMEs, in the region targeted for the intervention. Surveys were conducted both prior to and after the provision of the enhanced tax information and helpdesk, to assess the effectiveness of the information provided and its format.

The aims of the pre-project survey were: (1) the level of tax compliance; (2) the lack or deficiencies in terms of necessary information regarding fiscal legislation and requirements; (3) the type of information required by businesses in different sectors; and (4) the preferred method of receiving such information. The post-project survey will assess the impact of the project and draw lessons for further improvements in the implementation of the project beyond this initial region.
