Court User Survey - Improving the quality of services offered by Albanian courts

The main objective of the study was to obtain citizens’ opinion on the quality of the services provided by the courts of Albania. ¾ ¾The information is gathered through a questionnaire developed by the CoE experts, composed of 40 set-answer questions and 2 open-ended questions.

There were different questionnaires for the two categories of respondents:

- Citizens
- Lawyers

For the implementation of the court user satisfaction survey, 10 courts were selected:

  • Tirana District Court
  • Elbasan District Court
  • Durres District Court
  • LushnjaDistrict Court
  • GjirokastërDistrict Court
  • Tirana High Court
  • Tirana Appeal Court
  • Tirana Serious Crimes Court
  • Tirana Administrative Court
  • Vlora Appeal Court

Citizens sample

  • Targeted – Representative sample of 1350 respondents 18+ years old (150 respondents in each Court, with the exception of Tirana Serious Crimes Court) 

Legal Professionals Sample

  • Targeted – Representative sample of 300 lawyers practicing at  the respective courts 

IDRA conducted the survey, processed and analysed the data and presented the results in the workshop with the Courts' management representatives.
